Watercare and Future Development Constraints
Watercare has identified challenges in supplying drinking water and managing wastewater for potential future developments. They’ve released maps highlighting areas likely to face constraints on water services. Simply put, the current infrastructure can’t support the high volume of new builds allowed under the Unitary Plan.
What if I’m in one of those areas?
If you’re planning to build, you’ll need to start the consenting process early—or risk waiting over a decade for infrastructure to catch up.
“There is an opportunity to submit an application to Watercare, and it’s probably on a first-come, first-served basis,” says Hamish Firth of Mt Hobson Group. Smaller, early-stage developments are more likely to be approved in the flagged areas.

For long-term investors, this presents an opportunity to pick up well-priced properties in Auckland. As water infrastructure improves over the next 15+ years, the value and potential of these investments may increase significantly.
